This is Arkhimedes, He was my first RP character ever, created back in 1999. He's gots a sad sad story behind him too.

I havn't drawn Arkhimedes before so I went by my memory on his appearence. I wasn't even reminded of him until I saw the character Albel on Star Ocean: Till the End of Time who has a similar hair style.
